Inspecting DIO's Heaven plan
It’s very hard to make assumptions about that, as we haven’t seen him work on his theories, we just saw the result.
The idea
I would dare to assume that his idea to utilise stands for this project might’ve come from the fact that the stand you obtain is the visualisation of your spiritual energy and that it reflects your soul, who you are as a person. If the stand is able to do that, why wouldn’t it also be able to evolve beyond who you ARE, achieve your biggest desires, reflect who you WANT to be? |
The plan
I’d say the entire plan probably had a lot of trial and error involved because you can’t possibly make a ritual like that work without practical testing beforehand. If he did a lot of testing, it would eventually bring him to the conclusion that new moon and specific coordinates are requirements for a successful ritual, just based on how/why the previous tests behaved during different stages, places and times. He’d eventually notice the connection to the moon, location, etc. Same goes for using souls of sinners specifically - he would likely figure that out by sacrificing several people and realising that ‘sinners’ have the strongest effect. |
HOW that testing looked like and how DIO figured out the logistics of his plan though? That’s impossible to tell because we’re simply not given enough information.

The man himself
All we know for certain about the Heaven plan, is that DIO clearly put a lot of work and thought into it, and that the plan was successful, probably making DIO the single most knowledgeable person in the world when it came to stands. That was his magnum opus. If that’s not impressive enough, I also want to point out that only two years passed from when he found out about stands to when his project was completed. The moment DIO obtained The World he probably got right to work, trying to figure out how he can use it to achieve his Heaven. We can assume this because we’ve seen what he’s like when he gets a new ability. When he became a vampire, he immediately began testing and experimenting, and it was clearly something he genuinely enjoyed doing. He was proud of his vampiric scientific achievements (the chimeras), actively showing them off. So yea DIO probably obsessively researched and thought about everything connected to stands the moment he got his, and eventually somehow ended up with a plan to achieve Heaven, which was very sexy of him. That’s the conclusion that you should take away from this. |
