Ohh, I think I have a pretty clear idea about that!!
To start from the top, we know that Polpo is very fond of Bruno, and Bruno specifically directs Giorno to see Polpo regarding joining Passione. That gives the first very clear clue of which division of Passione Bruno works in. Polpo was the capo of the Gambling management team in Passione, we find that out from Pericolo once Bruno is promoted to the rank of a capo

As stated, the Gambling team controls:
I believe that Bruno was in charge of either loansharking, restaurants, or both, mostly because of where we see him hanging out and how people behave around him.
He seems to use restaurants as his base of operations, and not just one - we see him in three different restaurants, in which he is very clearly highly regarded. However, that doesn’t necessarily prove much about his work in the mafia, as a member of the mafia will pretty much always be highly regarded by the local businesses, because people are afraid of the mafia and want to stay on their good side.
The reason I think his job was in loansharking is, because of how civilians approach him. We see him being approached by two civilians, both of which come asking for help.
- Gambling and betting (obviously)
- Loansharking
- Smuggling
- Hotels and restaurants
I believe that Bruno was in charge of either loansharking, restaurants, or both, mostly because of where we see him hanging out and how people behave around him.
He seems to use restaurants as his base of operations, and not just one - we see him in three different restaurants, in which he is very clearly highly regarded. However, that doesn’t necessarily prove much about his work in the mafia, as a member of the mafia will pretty much always be highly regarded by the local businesses, because people are afraid of the mafia and want to stay on their good side.

Granted neither of the two is asking him for monetary help, however the situation could be looked at this way;
Bruno would be known as ‘the local gangster you go to for help with money’, but that could be understood by some people as ‘the local gangster you go to for HELP’ - and since Bruno is a genuinely good person who is happy to help the less fortunate, he would probably be more than willing to accept this.
Bruno also seems to be particularly fair in his mafia business and goes so far as to suggest people DON’T interact with him if they are honest citizens

He says this to the florist before the man even says why he came to him, which again makes me assume that Bruno works in loansharking.
When borrowing money from the mafia, you owe a lot of interest, and if you don’t pay on time, rest assured that nothing good is waiting for you. If you’re lucky you get the shit beaten out of you. If you’re unlucky, well… you can probably guess what could happen. I don’t think Bruno’s group would go that far, but it’s important to remember that these people wouldn’t owe money to Bruno - they’d owe it to Passione, and nothing is stopping Polpo from sending someone else to take care of it. With how Bruno spoke to the florist, I think it can be safely assumed that, if possible, he tries to turn people away from the mafia, and encourage them to find safer and more legal alternatives to borrowing the money they need. |
So yeah, I absolutely think Bruno dealt with the loansharking operations and tried to make it as fair and safe to the civilians as possible.
Of course, he COULD be doing both the loansharking AND the restaurant control, since one probably requires more constant supervision than the other, assuming people aren’t lining up to get in debt with the mafia.
Bruno does seem to also just in general take care of the local community, using his influence as a mafioso to put problematic people in their place even when it has nothing to do with his actual duties in Passione. He goes above and beyond, and that’s why people love him so much.
